Executive Summary

Since the mid-1950s, studies have been carried out to measure the impact of agricultural research and innovation, particularly the economic impact of investment. In this sense, agriculture is the economic activity that concentrates a large part of the economic impact analysis of R&D investment. It is important to consider that, in addition to the inherent uncertainty involved in developing technology in the agricultural sector, one must also take into account the uncertainty related to its adoption by the producer. Therefore, the uncertainty associated with technology generation, transfer and diffusion processes is generally higher than in other fields of science and technology (S&T). This question has direct implications on research result and the impact of innovations.

More recently, and due to the gradual inclusion in the regional agricultural agenda of new problems, restrictions, expectations and challenges, the topic of impact evaluation has gained renewed interest, both socially-politically and academically, moving towards a broader range of dimensions of impact than simply economic. Within this framework of analysis, several INIAs plus other invited organizations organized a workshop "Impact Indicators in Agricultural Research and Innovation Projects" to discuss how they approach the monitoring and evaluation of the impact of project results in their respective institutions. The main results are shown below.

The technological solution

A methodological proposal that allows the implementation of a process for the selection, monitoring and evaluation of ex-ante and ex-post impact of projects, adjusted to FONTAGRO guidelines.
