Biography

Manuel Otero is the Director General of IICA, for the period 2018-2021. He has a master's degree in Animal Production from the Tropical Agronomic Center for Research and Education (CATIE) and in Rural Development from the University of London. He is the author of numerous technical documents on international trade, sectoral policies and modernization of agriculture, among them “Gestão da agua eo future da vida no planet” and “Uma nova visão sobre a Agricultura Brasileira”, published in 2013. Before joining the Institute, served as agricultural advisor in Washington DC of the Secretariat of Agriculture of Argentina. Later he was vice president of the National Institute of Agricultural Technology (INTA) of that country. , Dr. Manuel Otero (Argentine, 63 years old) is a Veterinarian, graduated from the Faculty of Veterinary Sciences of the University of Buenos Aires and has two master's degrees: the first in Animal Production at the Tropical Agronomic Research and Teaching Center based in Costa Rica (1976-1978); and, the second, in Rural Development with the London University (1994-1996). The aforementioned professional has served as IICA Representative in Brazil since January 2011. Previously, he held the positions of IICA Representative in Uruguay and Brazil; Chief of Advisors to the Director General; Director of Programming and Evaluation; and Regional Director for the Andean Zone. Before joining IICA, Dr. Otero served as Agricultural Counselor (1984-1988), dependent on the Secretariat of Agriculture of Argentina, based in Washington DC. More recently, he served as Vice President of INTA in the Argentine Republic (1999-2001), among others. Dr. Otero is the author of numerous technical documents related to international trade, sectoral policies, and modernization of agriculture.
